Underpinning partnership work in Hertfordshire

 

The Hertfordshire Compact is an agreement between voluntary and statutory organisations about how they will work in partnership for the benefit of Hertfordshire’s communities. 

Although this Compact is not legally binding, the intention is that it should be followed to promote good quality working relationships.

The current Hertfordshire Compact was launched in July 2016. The aim of the Hertfordshire Compact is to establish an effective partnership between the statutory sector and voluntary and community sector to ensure:

  • a strong, diverse and independent voluntary and community sector;
  • effective and transparent design and development of policies, programmes and public services;
  • responsive and high-quality programmes and services;
  • clear arrangements for managing changes to programmes and services.
  • All this helps contribute to an equal and fair society.

The Compact Steering Group was co-chaired by Jacquie Hime (CEO at North Herts CVS) and Ruth Harrington (Head of Community Wellbeing Commissioning at HCC). The secretariat for the group was provided by HCC’s Corporate Policy Team.

In discussions and negotiations, statutory sector representation was co-ordinated by Herts County Council. Statutory signatories to the Hertfordshire Compact include:

  • East & North Hertfordshire Clinical Commissioning Group
  • East & North Hertfordshire NHS Trust
  • Hertfordshire County Council
  • Hertfordshire Health and Wellbeing Board
  • Herts Valleys Clinical Commissioning Group
  • North Hertfordshire District Council
  • Stevenage Borough Council
  • Three Rivers District Council

Voluntary sector representation was co-ordinated through the Herts Charity CEO Network. Current voluntary sector members of the steering group are:

  • Jacquie Hime (co-Chair)
  • Bob Jones (W3RT)
  • Kate Belinis (CDA Herts)
  • Michele Stokes (Carers in Herts)
  • Helen Elliott (HYH)
  • All decisions on the steering group need a majority of both statutory and voluntary sector members.

The intention is to make sure individual organisations from the statutory and voluntary sectors align their policies and behaviour to the Compact. Where necessary, the steering group will develop more detailed guidance or clarification.
